Information and Application Process: PCP CPCF Candidates

We at COPR are transitioning to the Canadian Paramedic Competence Framework (CPCF), which informs the content of our examinations. While the transition will be gradual, we strongly encourage you, the candidate, to become familiar with the overlapping timelines and aware of which profile you have been educated to: the CPCF or National Occupational Competency Profile (NOCP). See below for the primary care paramedic (PCP) transition timelines.

On the examination application, you must select an examination version: CPCF or NOCP. Know which framework you have been educated to before submitting your application.

The website for our examination provider, Meazure Learning, may contain generic information. Requirements outlined in the Examination Handbook, on our website, and in our email communications take precedence over Meazure Learning’s information.

Examination Application Steps

Before applying, carefully review the steps below. To start an application or return to an existing application, click the “Access the Applicant Portal” button.

Note: We communicate with applicants via email, as does Meazure Learning. Monitor your email (including junk folders) from the time you submit an application to write an examination until you receive notification of pass/fail. Failure to do so may result in missing an important message and/or timeline for the examination. This could result in forfeiting the examination and a portion or all of the examination fee.

The COPR Entry to Practice Examination for PCP CPCF candidates is used solely for the purpose of entering the paramedic profession in Canada.

To write the PCP examination, you must meet one of the following criteria:

  • be a graduate of a paramedic program located in Canada and approved by a jurisdiction where the practice of paramedicine is regulated by legislation
  • be a graduate of a Canadian paramedic education program on Accreditation Canada’s list of accredited/registered paramedic programs
  • be an internationally educated individual who has completed our assessment process and been advised by us to proceed with applying for the examination
  • be an individual approved by a Canadian paramedic regulator to undertake the examination.

Timelines and Number of Attempts

You may attempt the examination three times in one year after successful completion of your program. You must report all attempts at a Canadian paramedic entry to practice examination for the same designation on your application.

The one-year limit and the number of attempts do not reset if you take a refresher course or retake a full PCP program.

For your fourth or any subsequent attempt, you must provide an Examination Eligibility Confirmation Letter signed by the regulator of the province where you plan to become registered, licensed, or certified. The same applies to any attempt more than one year after completing your program.

If you require the approval of a provincial regulator to access the examination, complete the Examination Eligibility Confirmation Letter.  Download and save the letter to your desktop and then complete section A. Save the document and forward it to the appropriate provincial regulator. Submit the completed letter with your application by the documentation deadline. You are responsible for providing proof of provincial regulator authorization to access the examination.

Applying for the examination is a two-part process: complete the application and reserve a seat for each examination attempt. Payment must be made online at the time of application using a credit card, Visa Debit, or Mastercard Debit. See Step 3 for information about seat reservations.

How to Apply: Access the COPR applicant portal.

You may apply for the examination before completing your education program. However, you must have all requirements completed and documentation submitted at least 14 calendar days before the examination date; otherwise, you will forfeit the examination and examination fee. You are responsible to upload an official and signed transcript, certificate, or letter from the educational institution to the applicant portal. We do not receive transcripts directly from educational institutions or provincial regulators.

Application Deadline: Approximately four weeks before the examination. Applications must be submitted by 4:00pm CST on the deadline date. To view the application deadlines, see the Examination Dates page.

You will receive a confirmation email approximately 15 minutes after your application has been successfully submitted and the invoice paid.  

After applying, you must reserve a seat. See Step 3.

Examination Application Instructions

After your examination application has received full or conditional approval, reserve your examination seat. Approximately three weeks before the examination date, Meazure Learning will email you reservation instructions. The deadline for reserving your seat is two weeks before the examination. For specific reservation window dates, see the email confirming your examination application submission.

Failure to reserve an examination seat during the reservation period will result in you forfeiting the examination. The refund policy will apply. See Fees, Receipts, Cancellations, and Refunds below.

If you require testing accommodations, alternative accessible arrangements may be available. Accommodations may be available for disability, family status, religion, or other characteristics protected by human rights legislation.

To request accommodation, complete the accommodation request section of the examination application. Include appropriate documentation.

To request accommodation based on disability or medical grounds (including access to medication or medical devices during the examination), have the Examination Disability Information Form completed by a qualified health care professional; examples include a medical doctor or a psychologist. This health professional must have assessed and treated you within the last year. The health professional must have specific training and expertise in the disability for which accommodation is requested and must be certified or licensed to practise in their field. This form is the only acceptable documentation.

The examination application can be saved until you have the required documentation available. Submit requests for testing accommodations by the application deadline.

Note: Requests for accommodation received after the application deadline will not be considered except in unusual circumstances, such as a recent injury.

Approved accommodations apply to one examination only. You will need to submit a new request with your application for any future examination.

Fees

The fee for each PCP or ACP Examination attempt is $650 plus applicable taxes.

The fee includes a non-refundable administration fee of $150 plus applicable taxes. Payment must be made online at the time of application using a credit card, Visa Debit, or Mastercard Debit.

Note: We cannot accept group registration or group payments from employers or sponsors. Examination fees must be paid with each individual application.

Receipts

Once you have paid, an official receipt will be available to download from the applicant portal. Click “include paid” in the “My Invoices” area to access your receipt.

Cancellations

Cancellation requests must be submitted via the applicant portal. The refund policy applies.

Refunds

You may cancel your examination application a minimum of 14 calendar days before the examination and receive a refund of 100% minus the administrative fee. The deadline is 11:59 p.m. CST on the 14th calendar day before the examination.

If you cancel your examination application after the deadline, you will not receive a refund unless the cancellation is due to extenuating circumstances, as outlined below.

If you do not reserve your seat or submit your transcripts 14 calendar days before the examination, you will forfeit your examination and receive a refund of 100% minus the administrative fee.

No refund will be provided if you do not take the examination at the scheduled date and time unless the failure to take the examination is due to one of the following extenuating circumstances:

• death in the immediate family
• sudden incapacitating illness or injury
• other circumstances that we deem to be beyond your control.

You have 10 business days after the examination date to submit a refund request for extenuating circumstances, with supporting documentation. Submit this request to info@copr.ca, outlining the situation that prevented you from taking the examination. If the refund request is approved, 100% of the examination fee minus the administration fee will be refunded.

All required graduation and/or eligibility documentation must be uploaded to the applicant portal at the time of applying or at least 14 days before the examination. Failing to upload the required documents by the deadline will result in the examination application being cancelled. The refund policy will apply.

Documentation of successfully completing your education program is required. Submit one of the following:

• A copy of an official and signed transcript. The transcript must clearly state that the education program has been completed. Transcripts that list courses but do not state that the program has been completed will not be accepted.
• A copy of a graduation certificate.
• A signed letter from the educational institution’s authorized representative confirming successful completion.

If a provincial regulator has approved you to access the examination as outlined in the eligibility policy, upload the completed Examination Eligibility Confirmation Letter.

If you are notified by us, via email or the comment section in the application, that more information is required, provide this information at least 14 days before the examination date. Monitor your email for important notifications.

If you falsify documents, you will not be allowed to write the examination. If falsification is discovered after you have taken the examination, the examination results will be null and void.

Instructions

Log into the applicant portal. If documentation is required, the application status will display as “awaiting documents” or “returned for updates.” Select “Update” to review and upload your documentation. We will send a confirmation email after we have reviewed and approved the documentation.

To monitor the status of your examination application, log into the applicant portal. The homepage shows the application status.

Before examination day, review the COPR Examination Handbook and note the virtual proctoring requirements. 

Download the Guardian Browser to your computer. 

Ensure that you have government-issued photo identification that is valid (not expired) to use on the day of the examination.

You must use the Meazure Learning Test It Out tool to verify that your computer and Internet connection meet all requirements. See the reservation confirmation email from Meazure Learning for the examination site link and login details.

See the reservation confirmation email from Meazure Learning to access the examination site. Plan to log in 30 minutes before the scheduled reservation time.

When the results are available, you will receive an email notification with instructions on viewing the results in the applicant portal. Please do not contact the examination provider or us for examination results. We distribute results across the country simultaneously.

Instructions

1. Wait for our email notification that examination results are available.
2. Log into the applicant portal.
    • Check “My Exams” for the examination status (passed/failed).
    • Click “My Documents” to access the Individual Score Report in PDF.

Manual Verification of Results

If you are unsuccessful, you may request a manual verification of your results, in which a manual rescoring is conducted to confirm the examination score. Your responses to examination questions are not analyzed or reviewed. The non-refundable fee is $100 (plus tax). To request this service and submit payment, use the Manual Verification Form in the applicant portal. The form will be available after an unsuccessful result is released. Formal Review

If you are unsuccessful, you may make a request for a formal review of your examination to the chair of the COPR Examination Committee. Examination results may be reviewed based only on suspected irregularities in the examination process, not because of alleged errors in the examination content. The examination content is not subject for review at your request, even if you join with other candidates in making that request. Your request to review the examination results based on process must present evidence that the alleged irregularity materially affected your performance. The existence of irregularities is not in itself sufficient to reverse the examination results. You may apply for a formal review within 45 calendar days from the date of receipt of the examination results. Submit a request by emailing us at info@copr.ca.

Formal Appeal

Following receipt of the decision on your formal review and if you still feel your situation was not given due consideration, you may submit an appeal to the COPR Board of Directors. Contact us at info@copr.ca for information on how to proceed with a formal appeal.
