The Canadian Organization of Paramedic Regulators (COPR) is comprised of self-regulating colleges and government regulators of the Emergency Medical Responder (EMR) and Paramedic profession in Canada. COPR promotes, advances, and supports effective EMR and Paramedic regulation in Canada.
Transition to the CPCF
COPR has started the transition to the new Canadian Paramedic Competence Framework (CPCF). The CPCF will inform what is on the COPR Examinations.
The transition will be gradual and include an overlap of the NOCP and the CPCF for all designations.
Candidates must ensure they know to which competence framework they have been educated (CPCF or NOCP) and be aware of the examination overlap timelines in the charts on this page. For more information, please contact COPR at info@copr.ca.

What is the Canadian Paramedic Competence Framework?
The CPCF provides a high-level list of knowledge, skills, and attitudes that contribute to performance. It describes current and actual practice, clarifies EMRs’ and paramedics’ roles and responsibilities, and promotes consistency in measuring competence with a focus on patient safety and desired patient care outcomes.
