Canadian Paramedic Competence Framework

The Canadian Organization of Paramedic Regulators (COPR) is made up of self-regulating colleges and government regulators of the emergency medical responder (EMR) and paramedic professions in Canada. COPR promotes, advances, and supports effective EMR and paramedic regulation in Canada.

Transition to the Canadian Paramedic Competence Framework (CPCF)

COPR has started the transition to the CPCF. The CPCF will inform what is on the COPR Entry to Practice Examinations. The transition will include an overlap in the examinations for the EMR and primary care paramedic designations: some administrations will test based on the National Occupational Competency Profile (NOCP), and others based on the CPCF. Note: The advanced care paramedic designation will not have overlapping examinations, with the first administration testing to the CPCF occurring on June 16, 2027.

Candidates must ensure that they know to which competence framework they have been educated (the CPCF or NOCP) and be aware of the examination overlap timelines. For more information, please see the table above or contact info@copr.ca.

What is the CPCF?

The CPCF provides a high-level list of knowledge, skills, and attitudes that contribute to performance. It describes current and actual practice, clarifies EMRs’ and paramedics’ roles and responsibilities, and promotes consistency in measuring competence with a focus on patient safety and desired patient care outcomes.
