Canadian Paramedic Competence Framework

In 2023, COPR released the Canadian Paramedic Competence Framework. The framework
describes current and actual practice, clarifies EMRs’ and paramedics’ roles and responsibilities, and promotes consistency in measuring competence with a focus on patient safety and desired patient care outcomes. Each EMR and paramedic designation has its own framework, which collectively form the larger framework.
The framework is aligned with the Paramedic Chiefs of Canada’s 10 Principles to Guide the Future of Paramedicine in Canada (2023). COPR’s international assessments and examinations will be gradually aligned to the framework.

Areas of Competence
This diagram shows the eight areas of competence that make up the framework. The overlapping colours in the centre of the diagram capture the complementary nature of the areas of competence. They highlight that a competent EMR or paramedic will continually draw from each of the areas, at times simultaneously.
